Introduction

Guided by the NNADAP Renewal Framework of March, 2001, it is the mission of the National Native Addictions Partnership Foundation and its regional partners and service delivery partners to advocate, develop, facilitate and monitor strategies designed to continuously upgrade and enhance the quality of ideas, information, program methodologies, financial real locations and skills of service providers, comprising the program, local to draw upon the General Review of NNADAP,1998.

The renewal of NNADAP involves both continuation of the strengths of past practices and updating and upgrading through both program alterations and new initiatives. Intended to promote efforts that realize standards of best practices while reflecting cultural sensitivity, these �new initiatives� may be of several types.

  • Proposals to support new co-ordination arrangements and training that demonstrates new models of prevention and intervention;
  • actual experimentation with new prevention and intervention methods;
  • programming designed to specifically address the unmet needs of special client groups;
  • or initiatives taken to round out a full continuum of care.

This call for proposals is to be considered a first stage of a program re-profiling process that will upgrade and update the program delivery quality of services available to First Nations and Inuit people in Canada.

Eligible Proposal Sponsors

Eligible proposal sponsors will include:

  • regional First Nations and Inuit Addictions Working Groups (i.e., Addictions Advisory Groups) or their designates interested in securing needs assessment/planning funds to determine regional priorities;
  • individual communities that wish to intensify the capacity of their in-community counseling program or to develop or enhance prevention programs for a general or specific (i.e., targeted) group;
  • shared service programs providing or capable of providing unified services to several communities;
  • NNADAP/NYSAP funded residential therapy centres.

Re-Profiling Priorities

The purpose of the project or program set out in the proposal should be consistent with one of the following priorities:

Completion of a Regional Renewal Plan

This category of proposal will support those regions that have not yet completed a Regional Re-Profiling strategic plan that responds to the recommendations in the NNADAP Renewal Framework and specific regional priorities. Support will be for planning and organizational activities within the region.

Funding application criteria:

  1. Regional need

Maximum allocation: $150,000 total, $15,000 per region - (10 NNAPF regions)

Regional Training for Best Practice Skill Development for Treatment Program Staff

This category of proposal envisions a 2-3 day, intensive training counseling provided to all therapists in a Region working for NNADAP or NYSAPs. It is assumed that the session would be conducted at a Regional forum or conference or with cost-sharing from the programs.

Funding application criteria:

  1. Fills national or regional best practice gaps
  2. Supported regionally

Maximum allocation: $100,000 total - $10,000 per region

Demonstration, Community-based Intensive Therapy Programming

This category is established to facilitate the beginning of a shift to more high quality, out-patient healing and therapy services available in the "natural" living environment of clients.

Various combinations are possible, including ongoing group therapy or multi-dimensional programs provided during day- and evening (or both) sessions. Single communities or clustered communities might wish to take the initiative in this area.

Funding application criteria:

  1. Quality of program indicated in proposal
  2. Consistency with best practice standards
  3. Quality of evaluation plan.

Maximum allocation: $50-75,000 max per project (2-3)

Demonstration Alcohol and Drug Abuse Programming for Youth

This category envisions the partial or complete conversion to youth programming of an existing NNADAP in-patient centre that currently provides services to a general client population.

Funding application criteria:

  1. Quality of program indicated in proposal
  2. Consistency with best practice standards
  3. Quality of evaluation plan.

Maximum allocation: $100,000 max per project (2)

Family Healing Centre of Excellence

The lack of a fully dedicated family healing centre focused on substance abuse and addictions issue is a major gap in the current service network.. This category envisions program design, training and program development support for the conversion of a current centre to a family-oriented centre that would be linked to a professional training faculty. The Board has an interest in supporting a project that would become a national Centre of Excellence and a teaching facility for family healing.

Funding application criteria:

  1. Quality of program indicated in proposal
  2. Consistency with best practice standards
  3. Demonstrated link with professional education/training institution
  4. Quality of evaluation plan
  5. Sustainibility of long-term financing.

Maximum allocation: $100,000 per project (1)

Client-Specialized Treatment Program Conversions

This category is included to encourage partial or complete conversion of existing treatment programs from targeting a general client population to a population with distinctive, typically unmet needs. National and regional documents have both identified inadequately served groups and these documents or other data sources should be references for determining program conversion choices.

Funding application criteria:

  1. Quality of target group identification an estimation of need
  2. Quality of program indicated in proposal
  3. Consistency with best practice standards
  4. Quality of evaluation plan.

Maximum allocation: $150,000

Expected Proposal Contents

Statement of Need

Assessment of Potential Program Participants

  1. the category of program on the re-profiling priority list;
  2. the geographic area that will be served;
  3. an evidence-based estimate of the total number of people that will be served by the proposed program or newly organized support system;
  4. the target population (Inuit, First Nations) for the proposed, restructured program;
  5. the special focus of the program, e.g., women, youth, families, dual diagnosis clients, the incarcerated, etc.

Evidence of National, Regional or Community Need Indicators:

  1. identification of need in the national General Review of NNADAP (1998)
  2. identification of need in regional needs assessments;
  3. identification of need in independent studies;
  4. available program statistics that indicate gaps or needs;
  5. originally collected data that bears on the problem;
  6. other relevant government reports.

Statement of Purpose

This section of your proposal should include a Vision and Mission statement which expresses the purpose of your newly conceived program, program guide, or re-profiled program or program coordination arrangements. This general statement of purpose should be supported by:

  1. a statement of project/program goals (Note: goals should identify re-profiling goals that will be met.
  2. a statement that indicates the specific actions or activities that will support the pursuit the project/program goals;
  3. other indicators or benchmarks that will measure the success of the program.

Organizational and/or Community Resources

Provide information concerning:

  1. (If relevant), the facility in which the program or project will be housed and how it can meet the needs reflected in the proposal;
  2. how capital expenses will be met;
  3. (If relevant) the current program budget;
  4. other funding sources for the re-profiling project;
  5. program start-up budget;
  6. (If viewed as a permanent program) a plan for sustainability beyond the initial funding stage;
  7. human resources available to implement the project (including trainers, if relevant to the project);
  8. any area or regional resources that can be drawn upon to assist with the project.

Summary Description of Program/Project Design and Outline of Implementation Process

Model of Prevention or Intervention. In no more than two pages, provide a succinct (a) description of and (b) rationale for the model of prevention or intervention or administrative reorganization you will be implementing as a practice or describing in the plan.

  1. Briefly describe the model and the key references to that model in NNADAP or YSAC documents and in the professional literature.
  2. Describe the target clientele and explain in basic terms how the project/program would meet its special needs.
  3. Describe how your program would (a) ensure that the staff understands and can implement the model (b) apply and implement the model, including a brief description of therapeutic components [counseling, family therapy, specific types of training, traditional healing, etc.] (c) incorporate Aboriginal cultural approaches and philosophies (d) recruit participants and (e) re-organize your current operations.
  4. Using a flow-chart or point form description process, outline the basic stages and primary tasks involved in implementing your proposed project or program.

Administrative Structure

A description of how your project or program is administered is also required, whether the proposal seeks funding to develop a re-profiling of an existing centre to serve a different population or adopt a new healing strategy.

  1. Briefly describe the flow of authority in your project and support that description with an organization chart.
  2. Describe the legal status of your organization.
  3. (If a formal organization that provides regular services) provide the names and contact addresses and phone numbers of your Board members and Executive-Director (or otherwise-named, most senior manager). Provide resumes.
  4. If you are a treatment organization or community health service organization, provide a set of your personnel and administrative procedures in your proposal.
  5. Your proposal should include an indication of how your will develop project/program specific policies and procedures for your re-profiling project.
